• Church acts to stem 'sham marriages'

New marriage guidelines are being drawn up by the Church of England amid fears that its clergy may be unwittingly conducting bogus weddings.

If the pastor has some basic criteria for doing a marriage, like membership in the church and premarital counseling, that should take care of it.
