School Chaplains in Australia

Australia is proposing to add a "school chaplain" the same way some schools have a "police liaison officer." "The chaplain, who would be chosen by a school community and then vetted by the Federal Government, would be required to provide pastoral care, spiritual guidance, comfort and support for grief-stricken students, like those affected by last week's multiple car crash tragedy in Lismore." But what if the chaplain promotes his own religion over that of others? And is it possible to be a chaplain without giving your take on God?
