Solomon Islands plans to ban 'The Da Vinci Code'

Solomon Islands is banning the movie, but they have 2 problems: they have no cinemas, and the only movies they get there are pirated DVD's. So how does one go about banning a movie when it already won't be shown publicly, and all private copies are already illegal?
